FS#2949 alert messages from msg() can be cached

If msg() is called after html_msgarea(), the message is output immediately, this can result in the message being caught in cacheable sections of the page and being reshown inappropriately when that cached block is reused.
Since "Binky", this can also lead to restricted access messages (e.g. triggered using a MSG_* constant other than MSG_PUBLIC) being shown to viewers outside the restriction criteria.

Possible solutions:
1. second message area at the bottom of the page
2. on alerts sent after the initial html_msgarea, disable caching.
