FS#2790 Optimization: Edit page loads slowly -- too many images

The edit page takes a long time to load, because there are so many button images. There are two things that can be done:
1) Load the images as data urls in CSS. Currently, the admin option to enable this feature doesn't affect the edit buttons, because they are loaded into IMG tags instead of as CSS backgrounds. Make sure to compress the images using something like the free program PngOptimizer before converting them to base64.
2) Load sub-menus, such as the smily list, dynamically. That is, only create the images when the user clicks on the smily button.

1. What about option 1.? Or what about using sprites?
2. Dynamic loading moves slow loading to the moment of using the buttons. That is a bad user experience as well imho.
