FS#982 RSS feed displaying wrong time (no timezone offset)

The RSS feed sends the wrong time information. My FC4 system date "Wed Nov 15 08:00:19 EST 2006". The following was cut from Thunderbird "view source".

This has the effect of Thunderbird displaying the time as "2:00 AM" for the RSS feed time because of the timezone being incorrect and daylight savings is not accounted for.
I am configured for RSS 1.0 sending "diff" content.

The XML source show the proper time for the item referenced above "2006-11-15T08:00:19+01:00". The interesting thing is that the blog software b2evolution RSS feed shows the correct time in Thunderbird but its "view source" show this:

My stupid fault. I found that the ../inc/feedcreator.class.php file needs to have your time zone defined. Why would they just query the host for that rather than:
// your local timezone, set to "" to disable or for GMT

define("TIME_ZONE","-05:00");
Or maybe Dokuwiki could provide it from a config parameter?
