Namespaces are easy to manage in that to create one you need only create a page within it and to delete one you need only delete all pages within it. This design assumes that only pages can exist within namespaces. However, media also can exist within namespaces and there is no way to upload a media file to a namespace that doesn't exist.
I propose that an option be added to local.conf.php which, when enabled, changes the media upload page to default to a namespace (possibly new) named after the current page. For instance, if I'm editing a page named "SomePage" and I upload a file called "SomeFile", then the link to the file would look like {{SomePage:SomeFile}} when this option is enabled.

This already works. In the devel version it reads on the media popup: "To create subnamespaces, prepend them to your 'Upload as' filename separated by colons." Although that sentence is not in the current stable release, it works as well.
