Can you provide more details?
php_strip_whitespace is nested within an if (!function_exists('php_strip_whitespace')) { } block, this should prevent the error you are seeing from occuring by avoiding inclusion of the second declaration.
Perhaps PHP 5.1.3RC4 changed the behaviour of function_exists() or possibly this counts as a bug against the PHP RC.
Can you make a test case and check whether or not function_exists can be used in the manner it has been?

Hi, Christopher.
First, sorry for not check the code before creating this track. After I saw the code, it was clear that something should be worng with the release candidate. I've commented the function and everything gone well. Yes, function_exists() seems to not work on RC4. I haven't tested it on 5.1.4, but in 5.1.2 it works fine.
I'll make a test tomorrow on 5.1.4 to see if the bug is still there.
