At the moment, there is no "ready-to-use" solution available. You have two possibilities:
1. use a local webserver like XAMMP

There are eaven some webserver, they could run from a CD-rom without installing. Use google to find one.
2. use a spider to crawl you internet wiki and produce offline html pages.
http://www.httrack.com is a good start for a free spider.
Unfortunatly you can't use the wiki search anymore if you dont have a webserver running. I dont know any free search engines for lokal or CD-Rom use. commerciall ones are
