Having configuration values, something like $conf['owner'] and $conf['group'], with the Wiki automatically doing chown/chgrp (or whatever applies) to these values on new files/directories created, would be helpful, to say the least.
If I start an article in a new namespace, then PHP running as the Apache user creates the namespace directory with the web server user's rights, and subsequently, I can't access that directory from my account on the server, and nor can't the Wiki create the new article under that namespace, because of lack of permission (I don't understand why it does *that*, though). -

This isn't possible. Usually the webserver runs as unprivileged user so it can't chown files to another user than itself. You probably want to set the umask and dmask config options to match your needs.
