Screen access programs for the blind users usually
use title element in submit buttons to identify each button. Currently Dokuwiki
uses ALT+accesskey asn title but if if this could be replace with same value
as 'value' element it would help blind windows users.

I highly second that and dare say that the current "title" is true at best by coincidence because the actual shortcut keys depend not only on the underlaying OS/GUI but on the used browser (and its configuration).
