  The usernamager uses PHP 5.3 functions - but we support php 5.2.

  This needs to be done in source and in the docs on dokuwiki.org

  Culprit is str_getcsv(), I'll redo admin_plugin_usermanager::_import() to use fgetcsv() instead of str_getcsv()
