The new SimplePie version not only applies htmlspecialchars() but creates a DOM document which applies all sorts of HTML entities. This means that "รค" will become "ä". htmlspecialchars_decode() does not decode these entities which leads to double encoding. I marked this as due in the spring release as it's a regression compared to the current stable release of DokuWiki (and probably easy to fix).
I propose to use html_entity_decode($title, ENT_QUOTES, 'UTF-8') instead of htmlspecialchars_decode(). As far as I understood the documentation html_entity_decode() does everything htmlspecialchars_decode() does and in addition it decodes HTML entities.
