sets the color to __text_neu__, but doesn't use __background_neu__ which is unexpected and can lead to readability issues.
also, it uses !important which seems excessive.

I don't think the solution would be to set the background to __background_neu__ because we don't know what value would be in there. Ideally I would rather remove the color and only set that label's opacity. But that's not supported in IE7 and IE8. Should I do it anyway?

Hang on, why are we displaying the "disabled labels" at all? It's only used for "hiding" non-page permissions for pages, right? I would simply remove them.

Ah, I just realised that you can potentially add higher permissions to pages in acl.auth.php. Those won't have any effect, but they are displayed like that in the disabled part of the row. If you removed them completely, users wouldn't know what the permissions are, because everything in the row would appear to be unticked.
