From my experience most users don't want different looking visited links. (It also depends a lot on the kind of content the wiki provides.) So, I would rather put this on a tips page.

Hi Anika,
I don’t want to argue by about perceived user-wishes, so why don’t you add the page, but set __link_extern_visited__ to the color of normal links? That way people could configure it easily.

you can easily configure this by putting a line into your conf/userstyle.css file
