I think it's only a problem with Windows and/or some file archivers:
Files with 0 bytes like _dummy and the corresponding directories (if they only contain _dummy) are not created when unpacking. So the installer says that directories like data/attic are missing until they are created manually.

If I remember correctly, the only reason why the _dummy files are there is to prevent some zip tools from not creating the otherwise empty directories.
Which zip tool are you using?

I'm using an older version of WinZip (7.0). With WinRAR everything works.
Obviously it's not a big problem, but it should be fixed anyway. Simply include some text in the _dummy files like 'You can safely delete this file.'

Including a text like that would also be more user-friendly as it can avoid confusing some users and https://www.dokuwiki.org/faq:dummy_files wouldn't be needed anymore.
