When accesing a page that does not exist you get the message:
"This topic does not exist yet
You’ve followed a link to a topic that doesn’t exist yet. You can create it by using the Create this page button."
However, if a user does not have permission to create pages, the above message doesn't make much sense. Perhaps it is better to remove the "You can create it by using the Create this page button." in this case?

I suggest to change newpage.txt from:
You've followed a link to a topic that doesn't exist yet. You can create
it by using the ''Create this page'' button.
to
You've followed a link to a topic that doesn't exist yet. You can create
it by using the ''Create this page'' button if the permissions set up in
this wiki allow you to do so.
