When you save a page with only a newline or a space as content it will act like a normal page with content.
In my humble opinion a page without any visible content should be result in a page deletion.
any other opinions?

I could imagine that other people use it e. g. as a placeholder page where the content comes later. Furthermore I'm not sure why the user can't press CTRL + A and Backspace to delete the entire content.

I noticed it on dokuwiki.org. Someone has left a (spam) page with nothing but whitespace characters in it.
The page appear in index etc but has no sane content and looks quite irritating - even as a placeholder ;-)

Ok, thats a special use-case. (Currently some DokuWiki user, me included, are watching the recent changes to sniff out those pages.)
After spending some further thoughts about it, I rewind my opinion. A placeholder could also be done with a few random chars on a page.
