The development version of DokuWiki does not read subscription
settings that have been set via older DokuWiki.

DokuWiki before 2009-12-25 handled namespace subscription with:
data/meta/some-ns/.mlist

However the development version of DokuWiki handles it with:
data/meta/some-ns.mlist
