Is there a specific reason why the default license given by DokuWiki is the CC-BY-SA-NC license? Wikis are common with open source undertakings, and if they do not choose to change the license themselves, they are left with content that is considered non-free due to the non-commercial restriction.
Because this is adjustable in the settings, I personally think that:
A. There should be no default license given.
B. If the installer is used, a license option should be present
C. The order of licenses in the selector should be something like:
*None given (default)
*CC-BY-SA 3.0 and GFDL 1.2 or later (Wikimedia dual-license)
*CC-BY-SA 3.0
*CC-BY 3.0
*CC-BY-SA-NC 3.0
*CC-BY-NC 3.0
*GFDL 1.3 or later
*GFDL 1.2 or later
*BSD license
*Public Domain
*Other (link)
I left out the no derivatives licenses simply because they make no sense on a wiki.
