FS#1303 khmer utf-8/unicode translation page renders incorrectly

khmer utf-8 localization files does not render correctly. i would imagine this is the same in most utf-8 bidirectional language. see image of the tranlate page (dokuwiki-l10n-good.png) and the render page (dokuwiki-l10n-incorrect.png)

this issue exists with the default template. if i use monobook or 7throotx, then my khmer utf-8 translation page will renders correctly. see the attached image dokuwiki-l10n-7throot-good.png.

This seems to be a font issue which would explain why it don't occur in other templates.

many changes to both rtl handling, templates and css. if there is still a bug with khmer rendering in latest dokuwiki, please open a fresh bug.
