The configuration plugin does not encode to UTF8 when saving config (to local.php at least) - which makes the config values "useless" to plugins where some have letters such as "æ","ø", "å" for example. Strings such as "Configen er ødelagt" becomes "Configen er ????delagt".

I cannot reproduce this. As an test I set the DokuWiki title to "DokuWiki ødelagt" and it was written to the local.php using correct encoded UTF-8. Can you specify the problem?
