Example:

$conf['notify'] = 'foo';

This gave me the following error in syslog:

postfix/sendmail[6222]: fatal: No recipient addresses found in message header

Using $conf['notify'] = 'foo@bar.com'; worked.

You have to configure the MTA accordingly to make sending mails to machine accounts work.
