The idea of the title tag is to show where exactly the link will lead to, which can be an URL or Wiki page ID.

"The idea of the title tag is to show where exactly the link will lead to" <- Where did you get *that* from? The title attribute is for adding a description of the target (if needed!). In most cases a title attribute for links is not needed. You just have to give good link texts.
But *if a title were needed* (imagine the bad link text "click here"), a more descriptive title as with useheading turned on would be better than "namespace:page" ...!

Well, that's not very accessible ... May I ask *why* it was decided to let the title show where the link will lead to? I can see no benefit in that ...
