Well it's not as simple as "when not in show action". Eg. the "old revisions" button makes sense when you're in the "backlinks" mode.

It would be nice to set buttons appropriate for the context. As Hakan says, on Admin pages it doesn't make sense to show normal wiki buttons (except "Show Page").
Other examples:
- In Admin pages, it would be handy to have the top Admin menu page as a link.
- In the config page, it would be handy to have a "save" button so saving is always visible, rather than having to scroll all the way to the bottom.

Certain features like the save button in the config page would probably only be possible with some JavaScript, but I like the idea.
What we probably need for this ticket would be a list of possible contexts with their respective buttons that should be shown. Can anyone of you provide this? (maybe start a wiki page for this)
