DokuWiki could have Action Events in the js.php (propably in the css.php too) to have plugins insert custom javascript for certain pages only.

If you want to load JavaScript conditionally you can't do it through js.php because that gets cached as a whole. You can use the TPL_METAHEADER_OUTPUT to load custom JS files. Same goes for CSS files.
